It is very difficult to fathom that the mankind can penetrate Van Allen Belt without a shield, which they did in 1960s!

One has to penetrate the Truth Protecting Layers of secrecy  of NASA program

Why they could not repeat the feat for another 25 years of advancement is a big unanswered question.
