නොවැම්බර් 17 වැනිදා පැවැත්වෙන ජනාධිපතිවරණයේ ප‍්‍රතිඵලය ප‍්‍රකාශ වී නව ජනාධිපතිවරයා දිවුරුම් දීමත් සමග තිබුණු අවලස්සන දේශපාලන ක‍්‍රමයක් අවසන් වී තවත් අවලස්සන දේශපාලන ක‍්‍රමයක් ආරම්භවීමට නියමිතය. 

අවසන් වන්නේ ජේ.ආර්. ජයවර්ධන ඇති කළ ගැහැනියක් පිරිමියෙක් කිරීමට හැර අන් ඕනෑම දෙයක් කිරීමේ බලය තිබූ පරණ ජනාධිපති ක‍්‍රමයයි. 19 වැනි සංශෝධනය නියම වශයෙන් ක‍්‍රියාත්මක වන්නේ එතැන් සිටය. ඉන්පසු ජනාධිපති ක‍්‍රමය තුළ හොඳටම කුණුවූ තත්ත්වයකට පත්ව තිබූ පාර්ලිමේන්තුව හා ඒ ආශ‍්‍රයෙන් ඇතිවන පාර්ලිමේන්තු ආණ්ඩුව රාජ්‍යයේ සියලූ ප‍්‍රතිපත්ති හසුරුවන්නා හා ක‍්‍රියාවට නගන්නා බවට පත්වේ. 

පරණ ක‍්‍රමයේ මරණය සේ ම අලූත් ක‍්‍රමයේ උත්පත්තියද සිදුවන්නේ විධිමත් ආකාරයකට නොව අවිධිමත්් විකෘතිසහගත ආකාරයකටය.

ඊළඟට තේරී පත්වන ජනාධිපති නාමමාත‍්‍රිකය. එහෙත් ඔහු තෝරා පත් කරගැනීම සිදුවන්නේ රාජ්‍යයේ සකලවිධ බලය තිබූ ජනාධිපති තෝරාපත් කරගනුු ලැබූ ආකාරයටමය. එනම් මුළු රටම එක ඡුන්ද කොට්ඨාසයක් ලෙස සලකා පවත්වන ජනාධිපතිවරණයකිනි. සාමාන්‍යයෙන් විධායක බලයක් නැති ජනාධිපතිවරුන් ඒ ආකාරයට තෝරාපත් කරගන්නේ නැත. තෝරා ගන්නේ බොහෝවිට පුංචි ඡුන්ද බල මණ්ඩලයක් මගිනි. ව්‍යවස්ථාව අනුව ජනාධිපතිවරයා නාමමාත‍්‍රික වුවත් තෝරාපත් කරගන්නා ක‍්‍රමය නිසා තෝරාපත් කරගන්නා ජනාධිපතිවරයා නීතියට පටහැනි ලෙස තමන් වෙත බලය හිමිකර ගැනීමේ අවදානමක් පවතී. 


එසේ වුවහොත් මුළු ආණ්ඩුක‍්‍රමයම අවුල් ජාලාවක් හා හාස්‍යජනක විගඩමක් බවට පත්වීමේ හැකියාවක් පවතී.

ආණ්ඩුක‍්‍රමයේ දක්නට තිබෙන මෙම අවුල්සහගත තත්ත්වයට ආණ්ඩු පක්ෂය පමණක් නොව, මුළු මහත් පාර්ලිමේන්තුවම වගකිව යුතුය. ඒ සමගම නීතිපති හා අධිකරණයද වගකිව යුතුය. ඒ සියලූදෙනා ඇතිවී තිබෙන විකෘතියේ ඍජු හෝ අනියම් කොටස්කරුවෝ ලෙස ක‍්‍රියා කළෝය. එම තත්ත්වය රටේ නීති සම්පාදනය හා ඒවා පරීක්ෂාවට ලක් කිරීමට තිබෙන ආයතන ක‍්‍රමය ඇද වැටී තිබෙන බංකොළොත්භාවයේ තරම හොඳින් පෙන්නුම් කරයි.


ගෝඨාභයගේ ප‍්‍රශ්නය


ජයග‍්‍රාහකයා ගෝඨාභය රාජපක්ෂ වුවහොත් එය ආණ්ඩුක‍්‍රමයේ ඇතිවන විකෘතියේ ස්වභාවය දෙගුණ තෙගුණ කිරීමට හේතුවනු ඇත. එසේ වුවහොත් අධි චෝදනා තිබියදී නාමමාත‍්‍රික වශයෙන් හෝ රාජ්‍ය නායකත්වයට මහජන ඡුන්දයෙන් තේරී පත්වන ලෝකයේ පළමු රාජ්‍ය නායකයා ලෙස ගෝඨාභය රාජපක්ෂ ඉතිහාසයට එකතු වනු ඇත. අධි චෝදනා පත‍්‍රයක් යනු සාමාන්‍ය චෝදනා පත‍්‍රයක් නොවේ. බලය ලත් අධිකාරියක් විසින් කරන ලද පරීක්ෂණවලින් පසුව එම පරීක්ෂණයේ නිරීක්ෂණ නීතිපතිගේද අනුමැතිය ඇතිව පහළ අධිකරණය වෙනුවට ඉහළ අධිකරණය වෙත ඉදිරිපත් කර චෝදනා පත‍්‍රයකි. ගෝඨාභයගේ පුරවැසි ප‍්‍රශ්නය හා ඊට අදාළ ගමන් බලපත‍්‍ර හා හැඳුනුම්පත් ප‍්‍රශ්නයද තවමත් පවතින්නේ නොවිසඳුණු ප‍්‍රහේළිකාවක් වශයෙනි.


ගෝඨාභය රාජපක්ෂ ආශ‍්‍රයෙන් විසඳී නැති ප‍්‍රශ්නවල ප‍්‍රමාණය ඉන් අවසන්වන්නේ නැත. ඔහුගේ ගමන් බලපත‍්‍රයට අදාළ ලියවිලි ආගමන විගමන දෙපාර්තමේන්තුවේ නොතිබුණි. ජාතික හැඳුනුම්පත‍්‍රයට අදාළ ලියවිල්ලද එම කාර්යාංශයේ නොතිබුණි. මිග් යානා මිලදී ගැනීම පිළිබඳ ප‍්‍රශ්නයේදී ඔහු අධිකරණයට දිවුරා ප‍්‍රකාශ කර තිබුණේ එය රජයන් දෙකක් අතර සිදුවූ ගනුදෙනුවක් බවය. 

එහෙත් ඒ ගැන පසුව පවත්වන ලද පරීක්ෂණයේදී එය රජයන් දෙකක් අතර සිදුවූ ගනුදෙනුවක් නොවන බව සනාථ විය.

එවිට ලංකාවේ ජනාධිපති ලෙස පත්වනු ඇත්තේ නොවිසඳුණු ප‍්‍රශ්න ඇති ප‍්‍රශ්න ගත පුද්ගලයෙකි. නීතිය අනුව ඔහු ඇමරිකන්කාරයෙකු වේ නම් ඇමරිකන් ජාතිකයෙකු ලංකාවේ ජනාධිපති වන පළමු අවස්ථාව එය වනු ඇත. ඔහු ඇමරිකන් ආර්යාවක් සමග ඇමරිකන් දරුවකු ඇති ජනාධිපතිවරයකු වනු ඇත. ඔහු බලයට පත්වුවහොත් ඔහුට එරෙහිව එල්ල වී තිබෙන සියලූ චෝදනා බලය යොදා යටපත් කිරීමට ඔහුට සිදුවනු ඇති අතර ඒ මගින් කිසියම් විශාල ප‍්‍රමාණයකට බිඳ වැටී තිබෙන නීතියේ ආධිපත්‍යය පරිපූර්ණ බිඳ වැටීමක් බවට පත්කිරීමට හේතුවනු ඇත.


මහින්දගේ සිවිල් මනස


මහින්ද රාජපක්ෂ හා ගෝඨාභය රාජපක්ෂ එකම පවුලේ සාමාජිකයන් දෙදෙනකු වුවද බරපතළ සීමාසහිතකම් තිබියදීත් මහින්දට තිබුණේ සිවිල් මනසක් මිස මිලිටරි මනසක් නොවේ. 


ගෝඨාභයට තිබෙන්නේ සිවිල් මනසක් නොව මිලිටරි මනසකි.

පෝද්දල ජයන්ත පැහැර ගැනීමේ සිද්ධියේදී එය අසා ජනාධිපතිවරයා අප ඉදිරියේ කම්පාවට පත්වූ ආකාරය ගැන මම මීට පෙර ලියා ඇත්තෙමි. ඔහුගේ ශරීර භාෂාවෙන් අප තේරුම් ගන්නේ ඒ සිද්ධිය ඔහු තුළ බරපතළ කම්පනයක් ඇති කිරීමට හේතුවී තිබුණු බවය. ඔහුගේ පාලනයෙන් තොරව රටේ දේවල් සිදුවන බව ඔහු අවස්ථා ගණනාවකදී පිළිගෙන තිබුණි. ලසන්ත වික‍්‍රමතුංගගේ ඝාතනයෙන් පසුවද ජනාධිපතිවරයා මට දුරකතනයෙන් කතා කොට ලසන්තගේ සිද්ධියට මගේ සම්බන්ධයක් තිබෙන්නේ යැයි ඔබ සිතන්නේදැයි මගෙන් ප‍්‍රශ්න කළේය. මා ඊට කිසිදු පිළිතුරක් නොදී ජනාධිපතිවරයාට කතා කරන්නට ඉඩ හැර බලා සිටියෙමි. ලසන්ත සමග ජනාධිපතිවරයාට තිබූ දීර්ඝකාලීන මිත‍්‍රත්වය මට පැහැදිලි කළේය. ඒ විස්තර මමද දැන දැන සිටියෙමි. ලසන්ත වික‍්‍රමතුංග එජාපයට එකතු වන්නට පෙර සිරිමා බණ්ඩාරනායක මැතිනියගේ ලේකම්වරයකු ලෙස ක‍්‍රියා කළේය. මහින්දට ලසන්ත සමග ඒ කාලයේ සිටම කිට්ටු මිත‍්‍රත්වයක් තිබුණි. ජනාධිපතිනි චන්ද්‍රිකා කුමාරතුංග කාලයේදී ඒ දෙදෙනා අතර තිබූ මිත‍්‍රත්වයේ ලොකු වර්ධනයක් සිදුවූ අතර චන්ද්‍රිකාගේ කැබිනට් මණ්ඩලය තුළ සිදුවන සියලූ වැදගත් දේ ලසන්ත දැනගත්තේ මහින්දගෙනි. ලසන්ත හා මහින්ද අතර තිබුණු ළඟ සම්බන්ධය ජනාධිපතිනි චන්ද්‍රිකා දැන සිටි අතර කැබිනට් රහස් ලසන්ත අතට පත්වන්නේ මහින්දගෙන් බවද ඇය දැන සිටියාය. ඇය මහින්ද හඳුන්වන ලද්දේ ‘රිපෝටර්’ යන අන්වර්ථ නාමයෙනි.
2005 මහින්ද ජනාධිපතිවීමෙන් පසු ලසන්ත ආණ්ඩුවේ කොටස්කාරයකු කරගැනීමට ජනාධිපතිවරයා උත්සාහ කළද ලසන්ත තමන් දන්නා එජාප සමග රැුඳී සිටින්නට තීරණය කළේය. අවසන් යුද්ධය පැවති කාලයේදී ලසන්ත දැඩි ආණ්ඩු විරෝධී භූමිකාවක් රඟපෑවද, ලසන්තට ජනාධිපති මහින්ද සමගද අන්තර් සම්බන්ධතා තිබුණි.


ජේවීපී දෙවැනි කැරැුල්ල කාලයේ සිටම කුසල් පෙරේරා මහින්දගේ සමීප හිතවතෙකු වූ අතර මහින්ද ක‍්‍රියාවට නගන ලද පාද යාත‍්‍රාව හා ජන ඝෝෂාව යන වැඩසටහන් කුසල්ගේ වැඩසටහන් විය. එහෙත් මහින්ද බලයට පත්වීමෙන් පසුව ඔහු මහින්දගේ ආධාරකරුවකු බවට පත් නොවූ අතර ඒ වෙනුවට මහින්ද රාජපක්ෂ පාලනය විවේචනය කරන විවේචකයකු වශයෙන් ක‍්‍රියා කළේය.


කුසල් පෙරේරා


ශිවරාම් හෙවත් තරාකි පැහැරගෙන ගියේ ඔහු කුසල් සමග සාකච්ඡුා කරමින් සිටි අවස්ථාවකදීය. 

එම පැහැර ගැනීම සිදුවන්නට පැයකට පමණ පෙර මමද ඒ ස්ථානයේ ඒ දෙදෙනා සමග බීරබොමින් කතාබහක නිරතවෙමින් සිටියෙමි. මා එම ස්ථානයෙන් පිටවී ගියේ වෙනත් වැඩක් මට තිබූ නිසාය.

ජනමාධ්‍යවේදීන් පැහැරගෙන ගොස් මරා දැමීම හා පහරදීම් දිගින් දිගටම සිදුවන විට ඒ ඉරණම කුසල්ටත් හිමිවේද කියන බියක් මහින්ද තුළ ඇතිවී තිබුණු අතර ඔහු හර්ෂ නවරත්න යොදාගෙන කුසල්ව ටික කලකට නේපාලයේ රැුකියාවකට යවන ලද බව මට අසන්නට ලැබුණි. ඊට මහින්දගේ අතක් තිබූ බව කුසල් පවා දැන නොසිටියාද විය හැකිය.
අභ්‍යන්තර යුද්ධය ජයගැනීමෙන් පසු බිඳ වැටී තිබුණු සමාජ ක‍්‍රමය හා කුණුවූ තත්ත්වයකට පත්ව තිබුණු රාජ්‍යය ප‍්‍රතිනිර්මාණය කරගැනීම සඳහා ව්‍යුහාත්මක ප‍්‍රතිසංස්කරණ ඇතිකර ගන්නා තැනකට නොගියහොත් ලංකාව අරාජික තත්ත්වයකට තල්ලූවීම නොවැළැක්විය හැකිවනු ඇතිය කියන දැඩි මතයක් මා ඇති කරගෙන තිබුණි. ඒ ගැන සම්බන්දන් ඇතුළු දෙමළ සන්ධානයේ නායකයන් සමගද අප කිහිපදෙනෙක් සාකච්ඡුා දෙකක් පවත්වා තිබුණි. ව්‍යුහාත්මක ප‍්‍රතිසංස්කරණ වැඩසටහනක අවශ්‍යතාව මහින්ද රාජපක්ෂ ජනාධිපතිවරයාට පැහැදිලි කරදීමට මට අවශ්‍ය වූ අතර ඒ ගැන විටින් විට කරුණු පැහැදිලි කරන්නට දරන ලද උත්සාහයකින් පසුව විධිමත් සාකච්ඡුාවක් සඳහා ජනාධිපතිවරයා මට අවස්ථාවක් ලබා දුන්නේය. ඊට ඩලස් අලහප්පෙරුම ඇමතිවරයා හා ජනාධිපති ලේකම් ලලිත් වීරතුංගද සහභාගි විය.
මා එම සාකච්ඡුාවේදී ලංකාවේ ආයතන ක‍්‍රමය බිඳ වැටී තිබෙන ආකාරය පැහැදිලි කරමින් සිටි අවස්ථාවකදී ජනාධිපතිවරයා ඊට අතරමගදී කඩා පැන ”රටේ ආයතන ක‍්‍රමය විතරක් නොවෙයි, අරලියගහ මන්දිරයෙත් මා නොදැන කොච්චර දේවල් වෙනවාදැයි කියමින් ඒවා විස්තර කරන්නට විය. මහින්ද රාජපක්ෂ ජනාධිපතිවරයා කොතරම් බලවත් පාලකයෙකු වුවත් ඔහුගේ රාජ්‍ය බලය තුළ ආණ්ඩුව අභ්‍යන්තරයේ බලවත් කල්ලි ගණනාවක් බිහිවී ජනාධිපතිවරයා නොදැන ඔහුගේ නාමපුරුව යටතේ බොහෝ දේවල් සිදුවෙමින් පැවති බව ජනාධිපතිවරයාගේ එම කතාව ආශ‍්‍රයෙන් මට තේරුම් ගත හැකිවිය.


ගෝඨාභයගේ බැරැුක්ක මනස

ගෝඨාභයට තිබුණේ සිවිල් මනසක් නොව බැරැුක්ක මනසකි. මා ගෝඨාභය සමග සම්මුඛ සාකච්ඡුා දෙකක් පවත්වා තිබේ. ඒ අවස්ථා දෙකටම රොයිටර් පුවත් සේවයේ වරුණ කරුණාතිලකද සහභාගි විය. ඒ සාකච්ඡුා දෙකම පවත්වන ලද්දේ ජනමාධ්‍යවලට වාර්තා කිරීමේ අරමුණින් නොව අපේ දැනගැනීම සඳහාය. පළමු සාකච්ඡුාව පවත්වන ලද්දේ අභ්‍යන්තර යුද්ධය ජයගැනීමෙන් පසුව ගෝඨාභය දරන අදහස් දැනගැනීම සඳහාය. ඒ සාකච්ඡුාව පවත්වන ලද්දේ ඔහුගේ නිල නිවසේය. දෙවැනි සාකච්ඡුාව පවත්වන ලද්දේ 2015 ජනාධිපතිවරයෙන් මහින්ද රාජපක්ෂ ජනාධිපතිවරයා පරාජයවීමෙන් දින තුනකට හෝ හතරකට පසුව එම පරාජය ගැන එම පාලනයේ ප‍්‍රධානතම කොටස්කරුවකු ලෙස සැලකිය හැකි හිටපු ආරක්ෂක ලේකම් ගෝඨාභයගේ අදහස් දැනගැනීම සඳහාය. සාකච්ඡුාව පවත්වන ලද්දේ ඔහුගේ පෞද්ගලික නිවසේය.


ඊට පෙර ෆෙඞ්රිකාට බැණ වැදීමේ සිද්ධිය ගැන මා ජනාධිපතිවරයා පුවත්පත් කතුවරුන් කිහිපදෙනකු ඉදිරියේ ඔහු බරපතළ ප‍්‍රශ්න කිරීමකට ලක් කර තිබුණු අතර අලූත්ගම සිදුවූ මුස්ලිම් විරෝධී පහරදීමෙන් පසුවද ගෝඨාගේ සෙවණැල්ල යන මාතෘකාවෙන් ලියන ලද ලිපියක් මගින් එම අවලස්සන සිද්ධියට ඔහුට තිබූ සම්බන්ධය බලවත් ලෙස විවේචනයට ලක් කර තිබුණි.


ගෝඨාභය අපට සම්මුඛ සාකච්ඡුාව දෙන ලද්දේ ඒ සියල්ල නොසලකාය. දෙවැනි සම්මුඛ සාකච්ඡුාවේදී ගෝඨාභය හිතට එකඟව අදහස් පළ කළ බව කිව යුතුය. මා අසන ලද ප‍්‍රශ්න අතර ප‍්‍රධානම ප‍්‍රශ්නය වූයේ ඉහ වහා ගිය ¥ෂණයට ඔබේ සහෝදරයා හා ඔහුගේ පාලනය මහජනයා විසින් පරාජය කිරීමට බලපෑ ප‍්‍රධාන හේතුව ලෙස සලකන්න පුළුවන්. ඒ ගැන ඔබ කියන්නේ කුමක්ද යන ප‍්‍රශ්නයයි. ඔහු එහිදී සිය සහෝදරයාගේ පාලනයේ ¥ෂිත ස්වරූපය ප‍්‍රතික්ෂේප කළේ නැත. ඒ වෙනුවට ඒ බව පිළිගත්තේය. මහජනයා එසේ නොකරන්නට ඒ වරද බොහෝ දුරදිග යන්නට ඉඩ තිබුණු බවද පිළිගත්තේය.  


ඔහු ඒ අවස්ථාවේ හිටියේ දරදඬු තැනක නොව වැරදි පිළිගන්නා මටසිලිටු තැනකය. මහජනයා මෙම තීරණය නොදුන්නේ නම් වැරදි බොහෝ දුර දිග යා හැකිව තිබුණු බව ඔහු කීවේය.

ගෝඨා තමන්ගේ සියලූ හරඹ කළේ ආරක්ෂක හමුදා සමගය. යුද්ධය පමණක් නොව, යුද්ධයෙන් පසු නගර සංවර්ධනය වැනි වැඩ සඳහාද යොදාගත්තේ නගර සභාවල කම්කරුවන් නොව, ආරක්ෂක හමුදාවල සාමාජිකයන්ය. කොළඹ නගර සංවර්ධනයේදී අවශ්‍ය ඉඩම් ලබාගැනීම සඳහා පැල්පත්වාසීන් එම ස්ථානවලින් ඉවත් කරන ලද්දේ ඔවුන්ට කරුණු පැහැදිලි කරදී ඔවුන් එම ව්‍යාපෘති සඳහා එකඟකරවා ගැනීමෙන් නොව, හමුදා බලය යොදා බලහත්කාරී පිළිවෙතක් අනුගමනය කිරීමෙනි. නගරය පිරිසිදුව තබා ගන්නට උත්සාහ කළේද කුණු ප‍්‍රශ්නය ගැන මහජන අවබෝධය වර්ධනය කරන වැඩසටහන් ආශ‍්‍රයෙන් නොව, මහජනයා තුළ බියක් ඇති කිරීමට හේතුවන පුවරු ප‍්‍රදර්ශනය කිරීමෙනි. 


විදුහල්පතිවරුන් හා ගුරුවරුන් හමුදාවට එකතු කර ගන්නා ක‍්‍රමයක් මගින් පාසල් ක‍්‍රමයට බැරැුක්ක ස්වභාවයක් දෙන ලද අතර විශ්වවිද්‍යාලවලට අලූතෙන් ඇතුළත් කරගන්නා ශිෂ්‍ය, ශිෂ්‍යාවන්ටද හමුදා කඳවුරුවල පුහුණුවක් ලබාදීම මගින් විශ්වවිද්‍යාලවලටද බැරැුක්ක ස්වභාවයක් ආරෝපණය කිරීමට උත්සාහ කළේය.

ගෝඨාභය විනය ලෙස සලකන ලද්දේ සිවිල් විනය නොව, හමුදා විනයයි. හමුදා විනය අණකිරීම් මත ක‍්‍රියාත්මක වන විනය ක‍්‍රමයක් වන අතර, සිවිල් විනය තමන්ගේ අයිතිවාසිකම්වලට අතිරේකව අනුන්ගේ අයිතිවාසිකම්වලට ගරු කිරීමේ පදනම මත ඇති කරන්නා ස්වයං විනයක් ලෙස සැලකිය හැකිය. ගෝඨාභය ආරක්ෂක හමුදාවන්ට අදාළ නිල තත්ත්වයක් දැරීමට සුදුසු පුද්ගලයකු වුවද, සිවිල් මනසක් ඇතිකර ගන්නා තෙක් රටේ පාලනය භාරව ක‍්‍රියාකිරීමට සුදුසු පුද්ගලයකු ලෙස සැලකිය නොහැකිය. ගෝඨාභය රාජපක්ෂ මුස්ලිම් සමාජය කෙරෙහි ඇති කළ අනවශ්‍ය ප‍්‍රශ්න නොවේ නම් 2015 ජනාධිපතිවරණයෙන් වැඩි ඉඩක් තිබුණේ මහින්ද පරාජය වීමට නොව ජයගැනීමටය. 

ඒ අර්ථයෙන් 2015දී මහින්ද පරාජය කළ ප‍්‍රධාන පුද්ගලයා ලෙස සැලකිය හැක්කේ ගෝඨාභයය.

ජනාධිපතිවරණයෙන් කවුරුන් ජයගත්තද ජයග‍්‍රාහකයා ලබන එම ජයග‍්‍රහණය රටේ අර්බුදයට විසඳුමක් වන්නේ නැත. රට තිබෙන්නේ වර්ග, කුල, ආගම් භේද මත භේදබින්න වී තිබෙන සමාජය ඒකාග‍්‍ර කොට ජාතිය ගොඩනගා ගැනීමට හේතුවන ලෙසත්, ¥ෂණයෙන් හා අකාර්යක්ෂමතාවයෙන් කුණුවී තිබෙන, රාජ්‍ය ¥ෂණයෙන් තොර කාර්යක්ෂම නූතන රාජ්‍යයක් ලෙස ප‍්‍රතිනිර්මාණය කරගැනීමට හේතුවන ලෙස ව්‍යුහමය ප‍්‍රතිසංස්කරණ ඇතිකර ගැනීමෙන් තොරව එක අඩියක්වත් ඉදිරියට යා නොහැකි හිරවූ තත්ත්වයකය.


විටින් විට බලයට පත් පාලකයන් විසින්ද අධිකරණය විසින්ද කෙළෙසීම නිසා දැන් රටේ ආණ්ඩුක‍්‍රම ව්‍යවස්ථාව තිබෙන්නේද ව්‍යවස්ථාවක තිබිය යුතු මනා පිළිවෙළ හා ඒකාග‍්‍රතාව අහිමි කරගත් ව්‍යවස්ථා කඩමාල්ලක තත්ත්වයකය. කවර රජයකටවත් මෙම ව්‍යවස්ථාව සමග ඉදිරියට යා නොහැකිය. නූතන ජාතිය හා නූතන රාජ්‍ය ප‍්‍රතිනිර්මාණය කරගැනීමට හේතුවන ව්‍යුහමය ප‍්‍රතිසංස්කරණවලින් තොර ව්‍යවස්ථා සම්පාදනයක්ද ඵලරහිතය. පාර්ලිමේන්තුවට ලොකු බලයක් ලැබී ඇතත්, පාර්ලිමේන්තුව තිබෙන්නේ ¥ෂණයෙන් කුණුවූ තත්ත්වයකය. එවැනි පාර්ලිමේන්තුවකට ක‍්‍රමයේ ගැඹුරු වෙනසක් ඇති කිරීමට හේතුවන හොඳ ව්‍යවස්ථාවක් සම්පාදනය කිරීමේ හැකියාවක් තිබිය නොහැකිය. යහපාලන ආණ්ඩුව තැනීමට උත්සාහ කළ එහෙත් අවසන් කිරීමට අසමත් වූ ව්‍යවස්ථාව ඒ සඳහා දැක්විය හැකි හොඳම නිදර්ශනය ලෙස සැලකිය හැකිය.


ව්‍යවස්ථා සම්පාදනය


පාර්ලිමේන්තුව තිබෙන්නේ මුළුමනින් අසමත් හා ¥ෂණයෙන් කුණුවූ තත්ත්වයකය. පාර්ලිමේන්තු මන්ත‍්‍රීවරුන් නීතියට පටහැනිව රජය ව්‍යාපාර කරන ජාවාරම්කරුවන් බවට පත්ව සිටින අතර එය පාර්ලිමේන්තුවේ අසමත්කම හා ¥ෂිත තත්ත්වය කෙරෙහි බලපා තිබෙන ප‍්‍රධානතම හේතුව ලෙස සැලකිය හැකිය. එහෙත් යහපාලන ආණ්ඩුවේ ව්‍යවස්ථා සම්පාදන දර්ශනයට එම ¥ෂිත හා අසමත් තත්ත්වයෙහි ගැඹුරු වෙනසක් ඇති කිරීමට අවශ්‍ය ප‍්‍රතිසංස්කරණ ඇතුළත් වී තිබුණේ නැත. එසේම මැතිවරණවලදී ඡුන්දය පාවිච්චි කිරීමට තිබෙන අයිතියට අතිරේකව රාජ්‍ය පාලනයට මහජනතාවට ක‍්‍රියාකාරී ලෙස සම්බන්ධවීමට ඉඩ ලබාදෙන විධි විධාන ඊට ඇතුළත් වී තිබුණේ නැත. 

අවසන් නොකළ ව්‍යවස්ථාවට වැය කර තිබෙන වියදමද පුදුමයට හේතුවන තරම් විශාලය. එය රුපියල් මිලියන 13600ක් හෙවත් ඩොලර් මිලියන 75.13කි. දකුණු අප‍්‍රිකාවේ ක‍්‍රියාත්මක වූයේ පාර්ලිමේන්තුවට සීමා කළ ව්‍යවස්ථා සම්පාදනයන් නොව මහජන සහභාගි ව්‍යවස්ථා සම්පාදනයකි. 
ඒ සඳහා ගිය වියදම ඩොලර් මිලියන 30ක් හෙවත් රුපියල් මිලියන 5430කි.  
උගන්ඩාවේ ව්‍යවස්ථා සම්පාදනයද පාර්ලිමේන්තුවට සීමා නොකළ මහජන සහභාගි ව්‍යවස්ථා සම්පාදනයක් විය. එයට වැයවී ඇත්තේද ඩොලර් මිලියන 20ක් හෙවත් රුපියල් මිලියන 3620කි. එරිත‍්‍රියාවද මහජන සහභාගි ව්‍යවස්ථා සම්පාදනයකට ගිය රටක් වන අතර එම ව්‍යවස්ථා සම්පාදනය සඳහා කරන ලද වියදම ඩොලර් මිලියන 4.5ක් හෙවත් රුපියල් මිලියන 814.5කි. 
ලංකාව පරණ මාදිලියේ යල්පැනගිය ව්‍යවස්ථාවක් සම්පාදනය කරන්නට දරන ලද අසාර්ථක උත්සාහය සඳහා පමණක් විශ්වාස කළ නොහැකි තරමේ දැවැන්ත වියදමක් දරා තිබෙන බව පෙනේ.

ලංකාවටද සමස්ත ක‍්‍රමයේ ගැඹුරු වෙනසක් ඇති කිරීමට හේතුවන එනම් ජාතිය ගොඩ නගා ගැනීමට හා රාජ්‍ය ප‍්‍රතිනිර්මාණය කරගැනීමට හේතුවන ව්‍යුහමය වෙනස්කම් ඇති කරන ව්‍යවස්ථා සම්පාදනයකට යාම අවශ්‍ය නම් ව්‍යවස්ථා සම්පාදනය පාර්ලිමේන්තුවට සීමා කළ යල්පැනගිය ව්‍යවස්ථා සම්පාදන මාදිලියෙන් ඉවත් වී මහජන සංවිධානවල නියෝජිතයන්ට වැඩි බලයක් ලැබෙන ව්‍යවස්ථා සම්පාදනයකට ලංකාව යායුතුය. මේ ජනාධිපතිවරණය ඒ සඳහා මහජනයා දැනුවත් කරන පක්ෂ නායකයන්ට බලපෑම් කරන වැදගත් අවස්ථාවක් බවට පත්කර ගැනීමට දැනුවත් පුරවැසියන් උත්සාහ කළ යුතුය. ක‍්‍රමයේ ගැඹුරු වෙනසක් ඇතිකර ගැනීමට තෝරා ගැනීමට ඊඩ වඩා හොඳ හෝ යථාර්ථවාදී මාර්ගයක් නැත.

ඇල්පිටිය ප‍්‍රාදේශීය සභා මැතිවරණයෙන් පසු මම මෙම තීරුවෙහි මෙසේ ලීවෙමි.

”එජාපය ඇත්ත තත්ත්වයට මුහුණ දිය යුතුය. එනම් යුද්ධ ජයග‍්‍රහණය මත පදනම් වූ ස්වකීය පුද්ගලාභිවාදනය දේශපාලනය කරගෙන ඇති රාජපක්ෂවරුන් මෙරට සිංහල බෞද්ධ සමාජය මත මතවාදී ආධිපත්‍යයක් පවත්වා ගෙන යන බවයි. රනිල් වික‍්‍රමසිංහගේ කොළඹ කේන්ද්‍රීය ප‍්‍රභූ දේශපාලනය විසින් එම ආධිපත්‍යය තවත් තහවුරු කළා මිස අභියෝගයට ලක් කළේ නැත. මෙරට බහුතරය වන සිංහල බෞද්ධ ඡුන්දදායකයා අතර අවම වශයෙන් සියයට 35- 40ක ඡුන්ද ප‍්‍රතිශතයක් ලබා ගැනීමට නොහැකි නම් ජනාධිපතිවරණයෙන් ජයග‍්‍රහණය කිරීම එජාපයට ඉතා දුෂ්කර ය. එය හුදෙක් අංක ගණිතමය කාරණයක් නොව රටක් පාලනය කරන්නට අවශ්‍ය වන දේශපාලන සුජාතභාවය පිළිබඳ කාරණයක් ද වෙයි.”


2015 ජනාධිපතිවරණයෙහි දී පොදු අපේක්ෂයා ලබාගත් ඡුන්ද ලක්ෂ 62න් ජවිපෙ සහ සිරිසේන විසින් එයට එකතු කරන ලද ඡුන්ද ප‍්‍රමාණය ආපසු ගිය විට ලක්ෂ 62ක් රාජපක්ෂ ලබා ගත් ලක්ෂ 57ට පහළ බසින බවත් එයට මසකට පෙර මම මෙම තීරුවෙහිම සටහන් කළෙමි. එම අංක ගණිතමය සමීකරණය වීජ ගණිතමය සමීකරණයක් බවට පත් වන විට පාස්කු ඉරිදා ප‍්‍රහාරය විසින් ඇති කළ මහජන භීතිය ද එක්වනු ඇතැයි ඊට එක් කළෙමි.


පසුගිය 16 වැනිදා ජනාධිපතිවරණ ඡුන්ද විමසීම අවසන් වූ වහාම ලියූ ට්විටර් පණිවිඩයක මා සටහන් කළේ සජිත් පේ‍්‍රමදාසට සිය ජනාධිවරණ ව්‍යාපාරය සංවිධානය කර ගැනීමට අඩුම වශයෙන් වසරක් හෝ තිබුණි නම් ජය ගැනීම සඳහා ඔහුට තිබූ අවස්ථාව ඉහළ යා හැකිව තිබූ බවයි. එමෙන්ම රනිල් – සිරිසේන ආණ්ඩුවෙහි දැවැන්ත අසාර්ථකත්වය ද ඔහුගේ දෙපයෙහි බැඳුණු යදමක් හා සමාන වූ බවයි. ඉතා හොඳින් සංවිධානය වූ ප‍්‍රචාරක යාන්ත‍්‍රණයක්, මහින්ද රාජපක්ෂගේ ජනප‍්‍රියත්වය සහ සිංහල බෞද්ධ ජාතිකවාදී මතවාදයේ බලපෑමත් විසින් ගෝඨාභය රාජපක්ෂ ජයග‍්‍රහණය කරා ගෙන යනු ඇතැයි ද එම අවස්ථාවෙහිම ට්විටර් ජාලයෙහි මම සටහන් කළෙමි.


එනයින් සජිත් පේ‍්‍රමදාසගේ පරාජය කල්තියා දැකිය හැකිව තිබුණි. නැත්නම් අඩුම වශයෙන් ප‍්‍රසිද්ධ රැුස්වීම් නම් සබන් බෝලයෙන් මායාවට පත් නොවිය යුතුව තිබුණි. දේශපාලන වශයෙන් ගත් විට ගෝඨාභය රාජපක්ෂගේ මැතිවරණ ව්‍යාපාරය මනාව සැලසුම් කරන ලද එකක් විය. ඊට ප‍්‍රතිවිරුද්ධව සජිත් පේ‍්‍රමදාසගේ ව්‍යාපාරය මා, මා විසින්, මා නිසා, මා කෙරෙහි, මා කරණකොට ගෙන යනාදී ලෙස තමාම වරනඟා ගැනීමක් විය.


සජිත් පේ‍්‍රමදාස මැතිවරණ ව්‍යාපාරය තුළම අගමැති වික‍්‍රමසිංහ තමාගේ දේශපාලන සැලැස්මෙන් ඉවත් කර තිබුණි. තමා විසින් පත් කරනු ලබන්නේ ප‍්‍රථමවරට අගමැති වන අයෙකැයි ඔහු විසින් කරන ලද ප‍්‍රකාශය මරණීය විපාක ඇති කරනු ඇතැයි ද මම ට්විටර් ජාලයෙහි සටහන් කළෙමි. 

එලෙස වික‍්‍රමසිංහ ප‍්‍රසිද්ධියේ හෙළා දුටු පේ‍්‍රමදාස දැන් තමාගේ පරාජයට වික‍්‍රමසිංහ විසින් කකුළෙන් ඇදීම ද හේතු වූ බව කීම අප‍්‍රබංශයකි. 
වික‍්‍රමසිංහ සහ පිරිවර පේ‍්‍රමදාස පරාජය වනු දකින රිසියෙන් සිටියහ. පේ‍්‍රමදාස යුගයක් යළි ඇති කිරීම සඳහා හෝ සජිත් මැජික් එකක් යැයි හෝ ඡුන්දයක් මෙරට නැති බව දැන් තේරුම් ගැනීම වැදගත් ය. දේශපාලනය බිම් මට්ටමේ සිට කිරීමට නම් දැන් හෝ 2015 පරාජයෙන් පසු රාජපක්ෂවරුන් වෙහෙස වූ හැටි බැලීම වටී.

සජිත් පේ‍්‍රමදාසගේ පරාජයට නැත්නම් ගෝඨාභය රාජපක්ෂගේ ජයග‍්‍රහණයට මගේ අදහසේ හැටියට ප‍්‍රධාන හේතු තුනක් තිබේ. 

1. යහපාලන ආණ්ඩුවේ සමස්ත අසාර්ථකත්වය (ජීවන වියදම ඉහළ යෑම, රනිල් – සිරිසේන ගැටුම, ¥ෂිත සහ හීෂිත දේශපාලඥයින්ට දඬුවම් නොකිරීම, බැඳුම්කර වංචාව යනාදිය) 
2. රාජපක්ෂවරුන් විසින් ගෙන යන ලද සිංහල බෞද්ධ අන්තවාදී දේශපාලනය 
3. පාස්කු ඉරිදා ප‍්‍රහාරය වැළැක්වීමට නොහැකිවීම.

යහපාලන දේශපාලනය පෙරටු කරගත් 2015 ජනවාරි වෙනස සිදුවූයේ සිරිසේනගේ හෝ වික‍්‍රමසිංහගේ ප‍්‍රාතිහාර්යක් නිසා නොවේ.  

විධායක ජනාධිපති ක‍්‍රමය අහෝසි කිරීම ඇතුළු ප‍්‍රජාතන්ත‍්‍රවාදී දේශපාලන වෙනසක් සඳහා පශ්චාත්- යුද්ධ සමාජ-දේශපාලන මතවාදයක් ගොඩනැගී තිබූ නිසා ය. 
එම මතවාදයේ තීරණාත්මක සංකේතය බවට මාදුළුවාවේ සෝභිත හිමි පත්වුණි. එම මතවාදය ගොඩ නැගීමට දේශපාලන මෙන්ම සිවිල් සමාජය ද දායක වී තිබුණි.
ඊට සම්පුර්ණයෙන්ම ප‍්‍රතිවිරුද්ධව ගෝඨාභය රාජපක්ෂගේ ජයග‍්‍රහණය පසුපස ඇති සමාජ දේශපාලන බලවේගය සිංහල බෞද්ධ ජාතිකවාදය සහ තදබල පාලනයක් ඉල්ලා සිටින එකකි. ගෝඨාභය රාජපක්ෂ සියයට 65ක් ඡුන්ද ප‍්‍රතිශතය ඉක්මවූ ගාල්ල, මාතර, හම්බන්තොට සහ මොණරාගල යනු සිංහල ජන අනුපාතය සියයට 95 ඉක්මවූ දිසාවන් ය. ඔහු සියයට 20ට අඩුවෙන් ඡුන්ද ලබා ගත්තේ සියයට 80 – 99ක් තරම් සුළුතර ප‍්‍රජාවන් ජීවත්වන උතුරු නැගෙනහිර දී ය.
2015 ජයග‍්‍රහණය විසින් යම් යම් ව්‍යුහාත්මක ප‍්‍රජාතන්ත‍්‍රවාදී වෙනස්කම් ඇති කැරැුණේ එයට පසුපස වූ සමාජ දේශපාලන බලවේගයන් නිසා ය. නමුත් ඉක්මනින්ම වික‍්‍රමසිංහත් සිරිසේනත් එම සමාජ දේශපලන බලවේග නොසලකා හැරීමට පටන් ගත්හ. 2015 ජයග‍්‍රහණය සාමූහික එකක් බව වික‍්‍රමසිංහ සැලකුවේ නැත. ඔහුගේ දේශපාලනය පදනම් වන්නේ දේශපාලන මතවාද සහ මහජන බලවේග ගොඩ නැගීම මත නොව උපාමාරු මගින් දේශපාලනය හැසිරවිය හැකියැයි යන මිථ්‍යාව මතය. 


සිරිසේනට පිස්සු වැට්ටුවේ ද ඔහු ය.

දැන් එළඹ ඇත්තේ 2015 විසින් ඇති කරන ලද වෙනස්කම් ආපසු හැරවීම ඉල්ලා සිටින දේශපාලන යුගයකි. මෙරට ස්වාධීන ආයතන පද්ධතියක් ඇති කළ, ජනාධිපති ධුරය සඳහා සීමාවන් පැනවූ සහ විධායක ජනාධිපති ධුරයේ බලතල සීමා කළ 19 වන ව්‍යවස්ථා සංශෝධනය අහෝසි කරන බවට රාජපක්ෂවරු දැනටමත් ජයසක් පිඹිති. 


දේශපාලන විසඳුමක් සහිත නව ව්‍යවස්ථානට සහය දැක් වූ පිරිස් ඝාතනය කොට ඔවුන්ගේ සිරුරු දණහිසෙන් පහළට එසවීම තහනම් කළ යුතු බව ප‍්‍රසිද්ධ සභාවක ප‍්‍රකාශ කළ විශ‍්‍රාමික ජෙනරල්වරයා දැන් ආරක්ෂක ලේකම් ධුරය හොබවයි. 

දේශපාලන විරුද්ධවාදීන් නරින්ට කෑමට දැමීමටවත් යෝග්‍ය නැති බැවින් ඊටත් වඩා යමක් කළ යුතු බව ලියූ හිටපු ජෙනරාල්වරයකු තනතුරු පෝලිමේ ඊළඟට සිටින බව කියැවේ. 

ආණ්ඩුවේ කිසිදු තනතුරක් නොදිය යුතු බවට ශ්‍රේෂ්ඨාධිකරණය විසින් තීන්දු කළ ජයසුන්දර දැන් ජනාධිපති ලේකම් ය. 

ව්‍යවස්ථාවෙන් තමා වෙත පැවරී නැති ආරක්ෂක ඇමැති ධුරය ගෝඨාභය මුල් දිනයේ දී ම පවරා ගත්තේ ය.

රනිල් – සිරිසේන පරාජය වූයේ යහපාලන දේශපාලන අභියෝගය හමුවෙහි ය. දැන් ගෝඨාභය රාජපක්ෂ මුහුණ දෙන්නේ ඊට හාත්පසින්ම වෙනස් අභියෝගයකට ය. එනම් විරුද්ධවාදීන් මර්දනය කළ යුතු, ප‍්‍රජාතන්ත‍්‍රවාදී අවකාශය හකුළා දැමිය යුතු, සිවිල් සමාජය තලා පෙළා දැමිය යුතු, දෙමළ සහ මුස්ලිම් ප‍්‍රජාවන් දෙවැනි තුන්වැනි තැනට දැමිය යුතු රාජපක්ෂ පවුල මූලික කරගත් බලහත්කාරයේ දේශපාලනයක් ස්ථාපිත කිරීමේ අභියෝගයට ය. 

එමෙන්ම මේ සියලූ පියවර රඳා පවතින්නේ ආර්ථික ක්ෂේත‍්‍රයේ වර්ධනයක් ඇති කිරීමට ඔහු සමත් වන්නේ නම් පමණි.

ඡුායාරූප එල්ලන්නේ ද නැත්ද, පාරවල් නම් කරනවාද නැත්ද යනු එම අභියෝගයට අයත් නැති එනමුත් සරුව පිත්තල ආවරණයක් ලබාදෙන කාරණා පමණ ය. සිරිසේන ද පටන් ගත්තේ එලෙසම ය.


ශ‍්‍රී ලංකාවෙහි මාර්කෝස් වර්ගයේ ඒකාධිපතිත්වයක් ඇති කළ නොහැකි ය. 


එමෙන්ම ගෝඨාභය රාජපක්ෂ ද සිවිල් දේශපාලනඥයකු ලෙස පමණක් සිය බලය පරිස්සමෙන් නමුත් තීරණාත්මක සහ අධිකාරි ලෙස පාචිච්චි කරනු ඇතැයි අනුමාන කිරීමේ වරදක් දැනට නැත. ඔහුගේ ජනාධිපති පාලනය කුමන මට්ටටමක අධිකාරිවාදයක් වනු ඇත්දැයි කීමට අප ඉක්මන් විය යුතු ද නැත. තවම පටන් ගත්තා පමණක් වන නිසා ය. තවද තවම රාජපක්ෂ පවුල සුක්කානම හරියටම අල්ලා ගෙන ද නැති නිසා ය. 
ආණ්ඩුවේ ප‍්‍රධානියා වනු ඇත්තේ මහින්ද රාජපක්ෂ ද ගෝඨාභය රාජපක්ෂ ද යන්න ද තවමත් විසඳී ද නැති නිසා ය. ඊටත් වඩා පාර්ලිමේන්තු මැතිවරණයෙන් තුනෙන් දෙකේ බලයක් ලබා ගැනීමට රාජපක්ෂවරු සමත්වනු ඇත්දැයි කීමට ද තවම බැරි නිසා ය. ජනාධිපතිවරණ ඡුන්ද ප‍්‍රතිශතයන් දෙස බැලූ විට නම් රාජපක්ෂවරුන්ට ලැබෙනු ඇත්තේ ආසන 124ක් පමණි. තුනෙන් දෙකේ බලයක් යනු ආසන 150කි. 
මෙය අනාවැකියක් නොවේ.

Viability in politics is brittle. 
MR was destroyed by those around him in the SLFP/SLPP.
RW was destroyed by those around him in the UNP/UNF. 
MS was destroyed by himself. 
I guess GR would be destroyed by the large extended family, since all politicos are crowding with MR (would lay the foundation of destruction of both them in few years time). 
If he takes over the Buddha Sasana Ministry, the saffron clothed guys will be the biggest liability.


Saffron cloth and politics do not go hand in hand.

 
Athana, Methana, Rathana is a living example.
 

It is difficult to see the dirt in one's own eye.
It is the economy that will ruin everybody including those who voted against him.

I often wondered why they have made the English Keyboard so difficult to remember and type.
Except for the numbers all the  letters are arranged in a haphazard order.
In a computer keyboard F1 to F12 function keys are programed in a such a way to do many functions in Linux.
Shift Control, Alternate and Del and combination of these keys do have a special utility value.
Rest of the keys are reserved for letters which has no meaning if one wants to type in Chinese or Sinhala.
 

To type a Sinhala document one has to make many adjustments to fit into over (56) fifty six phonome/s.
So I never bothered to remember the shortcuts or learn typing in Sinhala.
Doing things in the mother tongue should be a natural thing but the English keyboard has made it such a hassle.
Because of the computers Sinhala keyboard has long been retired to the attic.
I am not saying that the Sinhala keyboard was a good type front or typeface.
It is even worse than the English keyboard.
It was designed to suit printing industry of the time with nothing in relationship to computers, their functions or memory.
It is as an old design as English keyboard.
I did a little research on the design of the original of the typewriter and found that it was designed to be difficult and very slow from the very beginning.
The reason being that in the original design if one typed fast the keys used to get jammed.


The design was anti-human (as far as the speed of the fingers and hands are concerned) and anti-computers by default.

 
I think we need to revisit this issue and redesign the keyboard with user friendly typeface.
This can be done now with the touch sensitive screens and tablets are on the market.
One does not have to redesign a hardware (Keyboard) typeface.

If we take the screen it is a blank sheet or blank slate.
The slate was the one we used when learning to write with fingers when computers were not heard of.
That skill was useful when I started surgical skills and suturing techniques.
Hand is much versatile than a computer.
At a time when educators in USA are lurking to abandon the hand writing skills of young ones, a serious thought should be given to the redesigning of the virtual keyboard of the tablet.
We have to abandon the present keyboard to begin with.
We have to reinvent the wheel of success taking into consideration, the skills of both hands, speed of the computer and its adaptability to new way of doing things.
I do not think this will evolve in USA but most likely in Japan and China.
The tablet would add insult to injury unless we design a virtual keyboard on the tablet face to use all the fingers in both hands.

My suggestions for the future.
Give up the old keyboard in a staggered basis.
I have a few design suggestions until the new features get established.
Have two typefaces, one old typeface, the other taking into consideration of the alphabet of a given language with may keys as the screen can accommodate.


I am pretty sure young ones will opt for the latter and will abandon the old keyboard in no time.

For the hardware, I have many innovative suggestions, taking tablet as the future digital slate of education.
 

1. Both sides of the tablet should have screens and the battery and computer circuit sandwiched between the two.
One face should be the typeface.
Right and left hand sides be used for well designed functions and a guide help what is in store of a very simple tablet.
Just like in Ubuntu Unity but I like the overall design of the Pinguy face.
The virtual keyboard should be accessed from the corners and it should stay in the middle in a lengthwise orientation.
 

The other side should be made into an eReader.

If one types a paragraph and turn around the tablet, the content should be visible like a newsreader or a book face on the other side.

One side is the work face, the other side is the output or the proofreader side.
The reverse side could be used as a photo-editor, camera and many more functions.
There is no limit given the capability of the processor.
For more robust design it should be made like a clam shell (like a laptop) with four input and output faces.
The two functions mentioned above as the bare bone architecture and additional faces for more advanced work like video editing which needs lot of memory and graphic functions.
If we get out of the box and the current keyboard restriction altogether the versatility of the tablet is limitless and enormous.
We must get out of the tabletop design of the PC and all waterproof new design should work even underwater.
Even if you drop it on the pool by accident it should work provided the batteries and circuits are well insulated deep inside, in its core.

Yes, we have to redesign the wheel and come out of the Box mentality.


The design capabilities and options are limited by only the imagination of the mind.
 

Instead of thinking of star wars we must make the most versatile tablet on this planet.

There is also one more important ingredient for success.
It should be cheap enough and affordable.
It should not look like an ipad, a nice gadget but out of the reach of many.

I am pretty sure this will not happen in Sri-Lanka with a politically frozen nation.
 

Not in USA too.

But it will come from China and the new design will rule the world in another 10 to 15 years of our/ my time.

Hope it would come before, I kick the bucket.

From Vi Editor to Vi Improved (VIM)

True that Dennis Richie invented the C language but there need to be an editor to do the language editing.
That was called ex in dumb terminals of Unix in black and white.
Then it had to evolve into Vi the visual editor and later to Vi Improved.
As I know it by my gut feeling Vi (Cholesterol free)is very light as compared to VIM which is loaded with cholesterol.
ViM is in MiBs but Vi has to be in KBs but I could not find the exact amount after 3 days of searching.
 
In fact, I posted a question on Linux Question Organization and waiting for a reply from some old gentleman (I am not young by any imagination) out there browsing the web at leisure.
I feel some urge to document them in a book since once cloud computing comes into being things might be different and history may be submerged in clouds and not in sea water of tsunami.
 
Below is some of my current findings.
As far as computer language and it writing is concerned, I prefer a graphic output.
If I compare a computer language and its final output product to needle, threads and a cloth we finally wear for our adornment.
Analogy goes like this.
Computer language is like the thread. 
Threads can be woven into a cloth and stitches that hold them together.
Programming editor is like the needle.
We do not need to know the how the threads are made of except  for the fact from cotton, nylon or mixture of them or water-resistant mackintosh.
But we need to know their colours so that the pattern can be distinguished.
Similarly we need know that needle is made of steel and won’t corrode.
 
Visual editor was a need and without the needle we won’t be able to stitch in time.
 
Vi Editor
The original code for vi was written by Bill Joy in 1976, as the visual mode for a line editor called ex that Joy had written with Chuck Haley
Bill Joy’s ex 1.1 was released as part of the first BSD Unix release in March, 1978. 
It was not until version 2.0 of ex, released as part of Second Berkeley Software Distribution in May, 1979 that the editor was installed under the name vi (which took users straight into ex’s visual mode), and the name by which it is known today.
 
Vi is a modal editor:
It operates in either insert mode (where typed text becomes part of the document) or normal mode (where keystrokes are interpreted as commands that control the edit session).
For example, typing i while in normal mode switches the editor to insert mode, but typing i again at this point places an “i” character in the document.
From insert mode, pressing the escape key switches the editor back to normal mode.
A perceived advantage of vi’s separation of text entry and command modes is that both text editing and command operations can be performed without requiring the removal of the user’s hands from the home row.
As non-modal editors usually have to reserve all keys with letters and symbols for the printing of characters, any special commands for actions other than adding text to the buffer must be assigned to keys which do not produce characters, such as function keys, or combinations of modifier keys such as Ctrl, and Alt with regular keys.
 
Vi has the advantage that most ordinary keys are connected to some kind of command for positioning, altering text, searching and so forth, either singly or in key combinations.
The name vi is derived from the shortest unambiguous abbreviation for the command visual in ex.
 
STEVIE
Probably this is a “Tim Thompson’s statement” fished out from the web.
STEVIE is perhaps my most noteworthy contribution to the Open Source movement, even though the phrase Open Source didn’t exist way back in June of 1987 when I posted my little clone of the ‘vi’ editor to Usenet.
STEVIE stood for,

Although it was only a subset of real ‘vi’, it had a good implementation of the ‘u’ (undo) and ‘.’ (repeat) commands.

Since that time, the software has continuously evolved in the fine tradition of what we now call Open Source, to produce the widely available and widely ported editor now known as VIM.
I was not involved after my initial development and posting to Usenet, and I didn’t really keep track of it after a few years. (I was actually a bit disappointed when the ‘u’ndo capability was broken by subsequent development, and was not fixed.)
When I recently discovered that VIM is the great-great-great-great-…-grandson of STEVIE, I was quite surprised and of course very pleased to know that my initial seed was so fruitful.
And I was most pleased to see that they fixed the ‘u’ndo command and even made it capable of ‘infinite undo’.

Vim is a text editor written in 1988 by Bram Moolenaar for the Amiga computer, but first released publicly in 1991. 
It was based on an earlier editor, Stevie, for the Atari ST, created by Tim Thompson, Tony Andrews and G.R. (Fred) Walter.
The name “Vim” is an acronym for “Vi IMproved” because Vim is an extended version of the vi editor, with many additional features designed to be helpful in editing program source code.

So I delve into Dhamma in that sense to Samutta Nikaya (56:10) to repeat a verse told to monks would suffice to convince myself why I should not be a journalist. 

This can be rephrased why a Buddhist monk should be a conveyor of Dhamma message sans journalistic endeavor.


Buddha states 28 of his qualifications of vulgar talk to monks.
Numerically in order as was said by the Lord Buddha are as follows.

What a Buddhist monk as a journalist should talk about are about greedlessness(opposite of Lobha) hatelessness (opposite of Dhosha) and  
undeludedness (opposite of Moha)(wisdom) and any other talk is senseless and does not lead to liberation or salvation.

Vulgar Deeds of Monks

One should read this in tandem with “Vulgar Talks for Monks”.
I never thought that I might have to use this phrase to describe some of the deeds of Monks with political power.
This has nothing to do with Vinaya (Set of rules passed down by oral tradition) which outlines 300 odd major and 1000 odd minor strictures.
I will list a few below.
1. Possession of more than two robes.
2. Possession of money more than what is required of travel (this was a concession when public transport came into existence).
They are meant to be walking spreading Dhamma and no two monks should take the same path having come to a four way intersection.
3. Possession of vehicle for transport.
4. Possession of land
5. Possession of books other than Thripitaka, which is colossal.
6. Possession of Televisions
7. Possession of Elephants
 
The sole purpose of this is to highlight the number 7.
 
I think very soon our monks will ascend to Nibbana on the back of a poor elephant.
I am sure once they ascend there the poor animal is dispensed for good to rot probably in hell.
I am not sure how the modern articles like mobiles, laptops, digital texts and multimedia applications would apply in the context of Vinaya.
 
A modern Sangayana is necessary to validate them in posterity as essential items ‘On the road to Nibbana’.
 
I am also not sure of Television Displays in the trend of TV stars.
 
I sometime incline to think when the Thripitaka is fully digitalized and translated to many languages as possible (this is not happening) the existence of Monks may become redundant except for the SOLE practice of meditation for ultimate goal SEEKING of TRUE salvation or Nibbana.
 
The way the things are developing there may be monasteries dishing out Nibbana certificates at four levels, 

 
Sovan, 
Sukrudhagami, 
Anagami, and
Arhath.
 
I hope, I should kick the bucket before that eventuality of having to register for salvation and is open for all, in the World Wide Web.

I am ambivalent about the right of the monks to become politicians and a member of the parliament.

As a true democrat, I say YES for an individual’s right to exercise political right, if not the Wisdom or the better judgment.

Having said that I am uneasy if they continue to done the robe after being duly elected.

 The point is conflict of interest, priesthood or the legislative functions (law of the land).

Suppose the legislature agrees for capital punishment would they vote YES or NO.

I feel very uneasy to see any person (whatever the religion that does not matter) in official capacity especially in the parliament (sometimes in civil capacity, too) display their identity in dress code, hair style, facial hair decoration or by any other mean.

It is a hindrance in the name of fair judgment and a Universal dress code for the assembly is mandatory.

I hope this fact is taken into consideration when drafting the new constitution.

I have no problem with any form of national dress (in the form of kilt in Scotland) however ugly and cumbersome for it to be worn.

I prefer the loin cloth for those without any educational qualifications and the dress should indicate their educational level but not their professional status (Army, Navy, Air Force, Doctor, Lawyer, Accountant, Professor or University cloak).

The NEW dress, with neutral colour (not the party colour) should be very simple and no civilian should be permitted to wear this dress for any civilian function.

It should be smart and should not look like a school UNIFORM or Police, Army or Navy.

The idea is, the moment they wear this dress they are in a different mold and feel proud (whether in power or in opposition).

This stricture like VINAYA for monks is only inside the assembly to discipline the present unruly Guys / Girls trained by the politicians and the CLAN in our legislature.

In other words if a monk wears a particular robe they are expected to behave as such upholding the VINAYA and not like The BBS THUGS.

Under political wisdom their status should be steamrolled like chained pets and the new TREND would harbinger good behavior in parliament and uplift the status in the legislature as TRUE DEMOCRATS (listen to the alternative views). 

Equally, the politician should not wear this dress for civilian functions other than the official duties in the assembly.

They are free to wear any other dress including PARTY dress and colour in public so that they can freely mix with their electorate or supporters.

If the speaker wears a particular dress why not MPs?

I never EXPECT this proposal could see the day light.

It is only a wishful thinking.

Gotabaya won Handsomely Because he Addressed the Concerns of the Sinhala Majority in Sri Lanka While Downplaying Issues Agitating the Minority Tamils and Muslims.

Gotabaya Rajapaksa of the Sri Lanka Podujana Peramuna (SLPP) convincingly won the Lankan Presidential election held on November 16. Gotabaya got 52.25 % of the valid votes while his principal rival, Sajith Premadasa, got 41.99%, as per figures available in the evening of Sunday. Sajith conceded defeat in a statement released in the afternoon.
During the campaign, the contest was expected to be close, and the end a photo finish. And perhaps for the first time, there was even speculation about a second round taking place if none of the candidates got 50% of the valid votes plus one.
Such a delicate and uncertain scenario gained currency because both principal candidates were not top order politicians. Gotabaya was an army officer turned top level government official turned politician. But he became a politician only after the election was announced. His political experience was therefore nil.
Sajith, on the other hand, was a career politician but a colorless and undistinguished one. He was nominally Deputy Leader of the United National Party (UNP) but he had no role in shaping the policies of the party, a role which was performed by the Leader Ranil Wickremesinghe and his select circle. Sajith hardly spoke about national issues and seemed satisfied with his work in his chosen district of Hambantota.
Since the result of the election could not be predicted, there was talk of a narrow win and a second round.

Key role of Issues
However, the two candidates did make an impact going by the high percentage of polling in most districts barring Jaffna and other districts in the Northern and Eastern provinces. Clearly , the voters had felt the need to vote as there were pressing issues facing them. However, the concerns varied from class to class, region to region and ethnic group to ethnic group. Voters had a clear idea of what they wanted from the government and the candidates, and what they did not want. Clearly they also had a fair idea of what the candidates were capable of.
It is because of certain pressing concerns that even in the Tamil-majority Northern Province, where people were initially contemplating an unofficial boycott, people voted though not as massively as in the Sinhala-speaking districts in the South, West and Central Sri Lanka.

Issues Addressed by Gota
Gotabaya won handsomely because he addressed the concerns of the Sinhala Buddhists and Christians who are the majority in Sri Lanka (70%). And in order to consolidate this constituency he downplayed issues agitating the minority Tamils and Muslims.
Although risky, this strategy of restricting one’s focus to the Sinhalese majority paid off. High polling for Gotabaya even in UNP strongholds like Colombo and Kandy, shows the success of this strategy. Sajith was so irrelevant to the Sinhalese that he could not swing his own district of Hambantota.

Gotabaya addressed the two main concerns of the Sinhalese majority: Firstly, the need for a functioning, cohesive and purposeful government in place of a slothful one; and secondly, the need to ensure national security against the revival of terrorism. The danger of the latter happening having been brought home by the April 21, Eastern Sunday attacks by a group of local Muslim radicals.

In the Easter Sunday case, the UNP regime, of which Sajith was part, had failed miserably to act on timely intelligence, a failure which resulted in nearly 300 deaths.

Gotabaya, on the other hand, had hands-on experience in ensuring security against militants having directed both a conventional and an unconventional war against the separatist Liberation Tigers of Tamil Eelam (LTTE). Therefore, when Gotabaya pledged to ensure security, there was a ring of authenticity in what he said.

The elite of Sri Lanka, including civil society and the media, however, feared a return to the hard measures taken during the war if Gotabaya were to win. This class used the social media to create a scare about the return of abductions in While Vans. But this campaign made no impact on the masses who placed security above the off chance of being arrested or abducted.

The masses, who are the bulk of the voters, wanted a strong government which will implement its decisions and not waver or countermand its own decisions as the Sirisena-Wickeremesinghe government did for most of its tenure. The masses saw Gotabaya as a doer as he not only defeated the LTTE and killed its leader the dreaded Pabhakaran but also rebuilt Colombo and other towns as Secretary Urban Development.
The economic and infrastructural development of Sri Lanka which had been halted for 30 years because of the war, re-started only with the coming of the Rajapaksas. China and India re-built railways, roads and harbors during his second term after the war.
On the contrary, Sajith had precious little to show, except houses built with India’s help. He branded himself as a grassroots man, but had little to show by way of work at the grassroots level. He talked about the Premadasa legacy but he had nothing to demonstrate its existence.
The promises Sajith made were out of sync with the needs of a developing Sri Lankan society, especially in the Sinhalese South. People in the Sinhalese South do look for government assistance to get a job or to do business. But freebees don’t impress them. They are a proud people who spurned the British offer of jobs in the plantations, forcing the British tea, coffee and rubber companies to import almost a million workers from poverty stricken India.
Sajith became a laughing stock when he offered free sanitary pads to women without knowing that Sri Lankan women are not so poor that they cannot afford them.
The votes that Sajith got in the Sinhala south were the committed UNP votes and elements in the population which feared the return of dictatorship or disliked the family rule of the Rajapaksas.
Issues in Tamil and Muslim Areas
The Northern and Eastern Provinces were a different kettle fish. In these two provinces, the Tamils and Muslims had their own issues different from those of the Sinhalese. The Tamils feared a return to a harsh war-time rule with Gotabaya at the helm surrounded by retired Generals who won laurels in the war, and who were associated with the alleged massacre of civilians in Mulliwaikkal.
Motivated by the last minute appeal by the Tamil National Alliance, the Tamils were determined to defeat Gotabaya. They had little or no faith in the promises made by Sajith, but a vote for him was considered a vote against Gotabaya.
They did not want to waste their vote, which is why they ignored M.K.Shivajilingam, an ex-militant and a blood relation of Prabhakaran’s from the same village Vavettithhurai.
In the Eastern Province too, the Tamils opted for Sajith because they did not want Gotabaya. The Tamils even buried the hatchet vis-à-vis the Muslims, and joined them in voting for Sajith.
Though Sajith had not endeared himself to the Muslims by speaking up for them when they were in trouble, the Muslims did not associate Sajith with any anti-Muslim actions. Gotabaya, on the other hand, had been associated with the Bodu Bala Sena and such other radical Buddhist organizations which fomented riots in Aluthgama and Kandy.
With everyone talking about a close fight and resort to a second round of counting, Gotabaya developed cold feet in the final stages of the campaign and hurriedly started having meetings with Muslim opinion leaders with the help of his attorney, Ali Sabry. But clearly this made no impact.
In conclusion, one could say that Gotabaya won because he addressed and had a solution for the concerns of the majority Sinhalese while Sajith did not. Gotabaya did not answer the needs of the Tamils and Muslims, but Sajith did. But the Sinhalese are 70% of the population. Looking at it strategically, Gotabaya did a sensible thing by catering to the majority Sinhalese. Additionally, the percentage of polling in the Sinhalese areas was appreciably more than in the Tamil and Muslim areas. This helped tilt the balance in favour of Gotabaya.

Politics is not my fascination!
I am a below average political citizen by all means.

I did not feel the pulse of the nation but was drowned in a total theoretical dream world of mine.

My prediction of neck and neck race with a win by a nose has gone awry.

Mind you I neither did read the local papers nor watched any BIASED or Polarized TV.

I guess no Television station made a broadcast to the effect of a balance discussion.

The Election Commissioner’s spicy or saucy comment is a reminder of the ground zero level.

I did not miss anything.


I have decided to read Des Capital but mind you there isn’t a single copy available in this Buddhist city of Kandy.

The volume III was available but I refused to buy it without the first two volumes.

This is what happens when a nation gives free books (I am totally against this political ploy) to its students that their soiled papers end up as Kadala Gottees (wrappings for chick peas).

They do not value the books or the knowledge imparted.


In a world where putrid Facebook and Twitter discourses determine political wisdom, rather  the outcome and in a digital world where paper has no value but of course pdf files can be a substitute.

Now my bone of contention.

These are my addition to the Des Capital.

Democracy has failed the minority view.

Democracy is crazy (D.M. O’ Crazy).

Democracy is dead.

Democracy has failed the economy!

In Democracy there is no common sense but polarization on ethnic, religious, and more importantly the power of the money to change political will.

Hegemony succeeded.

The common sense failed.

Segregation and polarization worked.

The education system failed in full.

What happens when we employ a SINGLE language policy to educate the poor masses FREE.

I have seen this as a university don.

English language skills are hopelessly inadequate for communication and reading.

Forget about French (I have a O’ Level pass in French but that is not enough to translate the content of this English blog piece)

I think we should place heavy emphasize on language skills (not Tamil and Sinhala).

The link language English is the only solution.
