Dissolution of Parliament of Ceylon or Military Government

Let me deal with the Post of President to begin with since he or she is the one who has the executive handle.

It is humanly impossible to remove a president, even if he or she is the Acting President.

Only after an impeachment or by a resolution of misconduct passed by the majority of two thirds of the parliamentary membership (151) that the sitting president can be expelled.

This is impossible since members can be bought by the sitting president during an impeachment and this had happened in the past.

In any case, one who was noSilcted by the voters can also become the president by wheeler dealer methodology.

After an election the voter is made impotent for 5 years.

That is an irony!

The change of this post can be brought about by many ways. Few of them have actually happened.

1. Assassination

2. Death

3. End of two terms

4. Resignation

5. Impeachment

6. Mental and Physical incapacity.

Last two methods are humanly impossible. Even a president who has gone bonkers can stay in power.

The Prime Minister and Speaker who are next in line cannot evict a president who has gone insane.

The parliament would stay put for solid 5 years, even though, the president could dissolve it after 2 years and 6 months (it used to be after one year).

No parliament member would like to dislodge the privileges that he or she is bestowed with.

The present Acting President, I believe has no intention to dissolve this parliament and he cannot declare presidential election and he will have to drag on as the president until 5 years minus the left over period of GR.

Of course, the Election Commission is  vested with powers to conduct the presidential election.

I come to the belief that Novel Revolution was a staged drama.

It looks like it was preplanned by Indian interests.

For example India had some underhand interests in the Easter calamity.

India wants to destabilize Ceylon!

It is not current but a long term plan of RAW.

For some reason India wanted to bring in RW because he was a willing (vulnerable,too) participant and GR was getting unpopular, in any case.

What role MR had in this power change, it is difficult to guess. He will hang on to his parliament seat to avoid persecution.

Hiding behind parliamentary robe and saffron cloth is his ploy unless he decides to resign on health grounds.

His plan is probably to bring his son and family into the forefront.

It is a wishful thinking!

In this scenario the Supreme Court judgement is of paramount importance.

I believe, rest assured neither parliamentary nor presidential election would be held before the due dates.

Voters and Citizens are zombies in this electoral process, however vociferous they could become.

They are only pawns and paws!

Only SOLUTION, I can think of is having a regular Election Cycle as short as 3 years like in the management systems.

I think if the cycle is 4 years the fourth year will be used for illegal dealings.

5 years is too long and in that scenario, the last 2 years are invariably used for absolute corruption.

The current regime is entering this Corrupt Cycle.

The wheeler dealing is already taking place.

The chance of a military government is unlikely but plotters of the so called New Revolution or "Aragalaya" were ready, for even a military takeover but there was no guy who was willing to put his neck out.

For some of them becoming a Presidential Candidate would have been the easy option.

I have noticed a few new developments and would like to make an animalistic analogy.

The current guy is like a Gadawila or an earthworm!

He is residing on the stinking pit created by the S.L.PP.

His shoddy actions are an indication, of how deep this pit is.

The police and the army are deep in this pit.

Some old soldiers on retirement are already campaigning on the N.P.P. ticket.

My concern is this.

If the next government that comes to power comes with an absolute power the outcome in spite of absolute economic distress would hold on for sometime.

If there is lot of division among the prospective parties and the army guys get a sniff of this, they might even think of going for a coup.  

In 1962 J.R.J.tried it but failed.

In 1968 Felix Dias Bandaranaike tried and failed.

A section of these retired military guys are already in the N.P.P.

In the event of hung parliament guys on their side might give a dead rope to the military section of J.V.P. and may entice them for an unorthodox power grab.

Military coups are generally of the Right Wing Type.

There are already a few guys who are outside the N.P.P. and  probing this scenario and some of them might come out as legal presidential candidates.

Ranjan Wijeratne was the Minister of Law and Order.

He is supposed to have ordered to kill Wijeweera!

One my teachers (Dr. Pinto) had given his house for rent to Wijeweera (he was disgusted ) and he could not (suspected of JVP guy) get his VISA.

He went to Australia with his wife and 5 children and never returned.

Then, Ranil Wickramasinghe was a Minister of Youth Affairs.

I was abroad during this period and did not know these incidents except the bogus referendum.

1988-1989

Lalith Athulathmudal and Gàminie Dissanayake were killed.

Indian RAW created the DJVP.

Sotty Upali of Colombo Central was active.

I have witnessed at least 15 of the victims at Digana Village (supposed to be killed by Army).

The vegetable vender who provided provisions to me was killed by JVP.

One of my patients (girl) under 3 years died due to lack of medicine for asthma.
